THE YOUTH PROGRAMME  
This is a programme designed to be followed by the young people /scouts in order to achieve the aims of Scouting through the use of the method. Programme is what scouts have to do over a given time or period. It is therefore designed to respond to the challenges and changing needs of the young people in constantly changing environment. Therefore the following are considered when drawing the programme;-
  • Cater for Ugandans; it is challenging, stimulating and enjoyable.
  • Caters for the needs of individual and society.
  • Programme that maintains international standards.
In otherwords, the youth programme is the totality of what the youth do, how they do it, and why they do it.

The youth programme department designs, provides, and oversees successful implementation of the youth programme.

A youth in the context of Uganda Scout Association means any young Scout within the time of life between childhood and maturity with the age limit between 6 and 35 years.
     
SCOUTING METHOD This is a system of progressive self - education through a Promise and Law, learning by doing, membership of small groups under adult guidance, progressive discovery and acceptance of responsibility and training towards self - government directed towards the development of character. Further the acquisition of competence, self reliance, dependability and capacities both to co - operate and lead. Progressive and stimulating programmes of varied activities based on the interests of the participants, including games, useful skills, and services to the community, taking place largely in an outdoor setting in contact with nature.Read more...
PURPOSE OF SCOUTING
Scouting is concerned with the global development of the individual. The scout program aims at the development of young people’s Potential, Physically, Intellectually, Emotionally, Socially, and Spiritually so as to produce an individual who is responsible and autonomous. In the scout program all these dimensions are integrated.

The scout activities include the following:

MISSION OF SCOUTING
The mission of Scouting is to contribute to the education of young people, through a value system based on the scout Promise and Law, to help build a better world where people are self fulfilled as individuals and play a constructive role in society. This is achieved by:-

    i) Involving them throughout their formative years in a non – formal educational process.

    ii) Using a specific method that makes each individual the principal agent in his or her development as a self - reliant, supportive, responsible and committed person.

    iii) Assisting them to establish a value system based upon spiritual, Social, personal Principles as expressed in the promise and law.
